Section Managers Winter Election Results

02/21/2012

Two ARRL Sections — Eastern Pennsylvania and Louisiana — will get new Section Managers, as of April 1, 2012. Two other Sections — San Diego and Virginia — will keep their incumbent Section Managers. Ballots for these races were counted Tuesday, February 21 at ARRL Headquarters.

Eastern Pennsylvania

After serving more than 11 years as Eastern Pennsylvania Section Manager, Eric Olena, WB3FPL, of Mohnton, decided not to run for another term. Three hams threw their hats into the ring, vying to become the new Section Manager: Robert B. Famiglio, K3RF, of Media; Phil Theis, K3TUF, of Ephrata, and Andrew Shecktor, N3OMA, of Berwick. With 590 votes, Famiglio was declared the victor. Theis received 574 votes and Shecktor received 154 votes.

Famiglio — an ARRL Life Member — has been an active radio amateur for 44 years. He has served as ARES First District Emergency Coordinator for the last six years and as an ARRL Atlantic Division Volunteer Counsel for more than 25 years.

Louisiana

Louisiana will have a new Section Manager starting on April 1. Jim Coleman, AI5B, of Bogalusa, will be taking the reins from Gary Stratton, K5GLS, of Shreveport. Stratton, who decided not to run for another term, has served as Louisiana Section Manager since April 2008. Coleman is presently the Section Emergency Coordinator, and has served in that role since 2008.

San Diego

San Diego Section Manager Steve Early, AD6VI, of La Mesa, will continue as Section Manager in the ARRL’s San Diego Section. Early received 363 votes; challenger Patrick Bunsold, WA6MHZ, of El Cajon, received 234 votes. Early has served as Section Manager since 2008.

Virginia

In Virginia, Carl Clements, W4CAC, of Portsmouth, was re-elected Section Manager in Virginia with 754 votes. His opponent, Joseph Imburgia, Jr, KI4LXT, of Yorktown, received 380 votes. Clements has served as Virginia Section Manager since April 2008. He also previously was the Section Manager form May 2001-March 2006.

The following incumbent ARRL Section Managers did not face opposition and were declared elected for their next terms of office beginning April 1, 2012: Pete Cecere, N2YJZ (Eastern New York); Bill Morine, N2COP (North Carolina), and Bob Schneider, AH6J (Pacific).

Since no nominations were received for the South Dakota Section Manager election by the nomination deadline of December 9, 2011, nominations are hereby re-solicited. Look for details in the “Section Manager Nomination Notice” in the Happenings column of April and May editions of QST.

WRC-12 Comes to a Close in Geneva

    02/17/2012

The World Radiocommunication Conference 2012 (WRC-12) concluded its deliberations today with the signing of the Final Acts that revise the Radio Regulations, the international treaty governing the use of radio-frequency spectrum and satellite orbits. More than 3000 representing 165 out of ITU’s 193 Member-States attended the four-week Conference, braving the extreme winter conditions prevailing in Geneva. More than 100 Observers from among the ITU’s 700 private sector members, along with international organizations also attended WRC-12. A number of WRC-12 delegates are radio amateurs.

The Conference was steered under the Chairmanship of Tariq Al Awadhi of the United Arab Emirates, along with six Vice Chairmen: Decker Anstrom (United States), Eric Fournier (France), Albert Nalbandian (Armenia), Mahiddine Ouhadj (Algeria), Habeeb Al-Shankiti (Saudi Arabia) and Alan Jamieson (New Zealand).

    ITU Conference Forges Global Consensus

“The Conference set out to tackle very complex issues related to radiocommunications and I am delighted that after four weeks of sometimes difficult negotiations we have arrived at consensus that will shape the way we communicate in the future,” said WRC-12 Chairman Tariq Al Awadhi.

ITU Secretary-General Hamadoun Touré, HB9EHT, expressed satisfaction at the outcome of the Conference. “WRC-12 has helped define new and better ways to regulate radio services and applications, and represents a major contribution in making the world a better place for all,” he said. “The work done here will make the world a better place to communicate — and that will make the world a better place to live in.” He highlighted the achievements of WRC-12 in allocating spectrum resources for mobile broadband, and for addressing the digital dividend issue which “now provides for a great deal of global harmonization of the use of the 700 MHz band for all regions by the services which most need it”. He also commended the delegates on the attention given to Earth observation radiocommunication applications, which are crucial for monitoring and combating climate change and for disaster prediction.

“Over the last four weeks, delegates from around the world have strived towards paving the way for the future of wireless communications,” François Rancy, Director of ITU’s Radiocommunication Bureau (ITU-R) said. “By carefully reviewing and revising the Radio Regulations, we have now firmly established the foundations for radiocommunication technologies to serve the interests of users worldwide.”

Rancy added that the Conference was a resounding success, having achieved consensus on all technical matters as well as on other, more difficult issues. Emerging from an overnight debate to finalize all technical and regulatory decisions, WRC-12 also adopted a resolution for cooperation and assistance to the Palestine Authority to foster the development and technical operations of its radiocommunication systems.

WRC-12 addressed some 30 agenda items related to frequency allocation and frequency sharing for the efficient use of spectrum and orbital resources, thus ensuring high quality radiocommunication services for mobile and satellite communications, maritime and aeronautical transport as well as for scientific purposes related to the environment, meteorology and climatology, disaster prediction, mitigation and relief.

    Key WRC-12 Highlights

    • Amateur Radio Service: WRC-12 delegates approved a 7-kilohertz-wide MF secondary allocation to the Amateur Radio Service between 472-479 kHz. The new allocation has a power limit of 1 W EIRP. A provision has been made, however, for administrations to permit up to 5 W EIRP for stations located more than 800 km from certain countries that wish to protect their aeronautical radionavigation service (non-directional beacons) from any possible interference. In addition to these protections for aeronautical radionavigation, the Amateur Service must avoid harmful interference to the primary maritime mobile service.
    • Spectrum for International Mobile Telecommunications (IMT): In addition to the use of the 790-862 MHz in Regions 1 and 3, WRC-12 considered further spectrum allocations to the mobile service, including International Mobile Telecommunications (IMT) to facilitate the development of terrestrial mobile broadband applications in the frequency band 694-790 MHz. This issue has been placed on the WRC-15 agenda, together with the need to consider additional spectrum allocations for the mobile service.
    • Increase Efficiency in the Use of the Spectrum/Orbit Resource: In addition to the clarification of the notion of bringing into use of satellite network frequency assignments (satellite deployed and maintained at the notified orbital position for a continuous period of ninety days), WRC-12 also mandated the ITU Radiocommunication Bureau to initiate inquiries to administrations to provide information on the movement of satellites. Improved due diligence information — including more detail information on the identity of the spacecraft used for the operation of the frequency assignments — was also agreed to foster the long term access and development of the Broadcasting Satellite Service (BSS) in the 21-4-22 GHz band in Regions 1 and 3. WRC-12 improved the satellite coordination by reducing the coordination arc in parts of the most congested spectrum and agreed to look into the possibility of further reductions.
    • Early Warning, Disaster Mitigation and Relief Operations: With reference to emergency telecommunications, WRC-12 addressed the application of new technologies, such as IMT and intelligent transport systems (ITS) to support or supplement advanced public protection and disaster relief applications. WRC-12 instructed ITU-R to continue studying aspects of radiocommunications and ICT that are relevant to early warning, disaster mitigation and relief operations and encouraged administrations to consider using identified frequency bands when undertaking their national planning for the purposes of achieving regionally harmonized frequency bands or ranges for advanced public protection and disaster relief solutions.
    • Earth Observation’s Societal and Economic Value Recognized: WRC-12 focused on the importance of Earth observation radiocommunication applications in collecting and exchanging Earth observation data to maintain and improve the accuracy of weather forecasts, which contribute to the protection of life and preservation of property around the world. The Conference reaffirmed that Earth observation applications have considerable societal and economic value and urged administrations to protect the Earth observation systems in the related frequency bands.
    • Satellite Remote Passive Sensing: WRC-12 updated spectrum use aimed at the future of Earth observation applications with the development of passive sensors flying on meteorological and environmental satellites to monitor water vapor and oxygen spectral lines, which are needed for ice cloud and precipitation measurements and for storm monitoring and climate studies.
    • Oceanographic Radars Get Support: WRC-12 adopted the relevant protection levels for interference caused by oceanographic radars. These radars operate using groundwaves that propagate over the sea to measure coastal sea surface conditions in support of environmental, oceanographic, meteorological, climatological, maritime and disaster mitigation operations and for the surveillance of coastal pollution, fisheries management, search and rescue, beach erosion and maritime navigation.
    • Maritime Services: WRC-12 addressed maritime communication requirements to support safety systems for ships and port operations. The conference included new provisions in the Radio Regulations to improve satellite detection of automatic information systems using VHF channels.
    • Transmitting Frequencies in the VHF Maritime Mobile Band: The conference also considered the use of new technologies in the maritime service needed to the Table of Transmitting Frequencies in the VHF Maritime Mobile Band, which defines the channel numbering for maritime VHF communications based on 25 kHz channel spacing, as well as where digital technologies could be deployed.
    • Aeronautical Services: WRC-12 decided that necessary spectrum would be available for the introduction of applications and concepts in air traffic management that can support data links carrying safety-critical aviation information. These systems will enhance aeronautical communications capability and — in conjunction with more precise navigational capabilities — allow flight routing to be more efficient, resulting in fewer delays, shorter flight times on average, lower fuel costs and reduced CO2 emissions. ITU-R will continue to study any compatibility issues between the broadcasting service and aeronautical mobile (route) service in the band 108–117.975 MHz that may arise from the introduction of digital sound broadcasting systems.
    • Aviation Safety: The growth in the aviation industry calls for expanded capacity of mobile communication links that can operate over the horizon. WRC-12 decided that notifying administrations of mobile-satellite service networks shall accommodate the spectrum needed for distress, urgency and safety communications of the global maritime distress and safety system (GMDSS) and for the aeronautical mobile-satellite (route) service communications.
    • Aeronautical Mobile (Route) Service: These systems are critical for various air traffic and flight safety communications. Some of the communication systems, such as traffic information, automatic dependent surveillance-broadcast, and flight information provide easily accessible air traffic information to multiple air traffic managers at the same time, allowing for more efficient use of airspace. The allocation of the frequency band 9601164 MHz to the aeronautical mobile (route) service is intended to support the introduction of applications and concepts in air traffic management which are data intensive and which could support data links that carry safety critical aeronautical data.
    • Aeronautical Mobile to Protect Other Primary Services in 37-38 GHz Band: A number of countries are deploying space research service Earth station receivers in the band 3738 GHz to support manned near-Earth missions and deep-space missions. WRC-12 decided to exclude the aeronautical component of this mobile service allocation to ensure proper protection of existing and planned space research and mobile services.
    • Aerospace Surveillance: WRC-12 addressed the lack of spectrum available for aerospace surveillance and tracking the launch and maneuvering of spacecraft, and provided an additional allocation in the frequency band 154-156 MHz to the radiolocation service in some countries.

Surfin’: Learning Circuits and Electronics Online

    02/17/2012

    By Stan Horzepa, WA1LOU
    Contributing Editor

This week, Surfin’ goes back to electronics school, but it’s free and online this time.

This came from Bob Perlman, KG6AF, the other day: Massachusetts Institute of Technology (MIT) — which has had an open courseware initiative for several years — is now taking the next step and making courses available online. Called MITx, this initial effort should be of interest to a lot of hams: An online course in introductory circuits and electronics that’s free to anyone who is interested. And best of, it’s free!

Circuits and Electronics (Course 6.002x) is the course title; it is adapted from Course 6.002, which serves as a first course in an undergraduate electrical engineering (EE) and electrical engineering and computer science (EECS) curriculum (or to you Beavers out there, Course 6.1 and 6.3, respectively).

The course covers topics such as “resistive elements and networks; independent and dependent sources; switches and MOS transistors; digital abstraction; amplifiers; energy storage elements; dynamics of first- and second-order networks; design in the time and frequency domains, and analog and digital circuits and applications. Design and lab exercises are also significant components of the course.”

Circuits and Electronics begins on March 6 and runs through June 8. To access the course, registered students will log in at mitx.mit.edu, where they will find a course schedule, an e-textbook for the course and a discussion board. Each week, students will watch video lectures and demonstrations, work with practice exercises, complete homework assignments, and participate in an online interactive lab specifically designed to replicate its real-world counterpart. Students will also take exams and be able to check their grades as they progress in the course. Overall, students can expect to spend approximately 10 hours each week on the course.

At the end of the course, students who demonstrate their mastery will be able to receive a certificate of completion for free. In future MITx courses, students who complete the mastery requirement on MITx will be able to receive the credential for a modest fee. Further courses are expected to become available beginning in the fall.

More information is available at the MIT Online Learning Initiative website. There are prerequisites, but this sounds like a great deal to me!

Until next time, keep on surfin’!

Editor’s note: Stan Horzepa, WA1LOU, seeks the unusual in radio. To contact Stan, send e-mail or add comments to the WA1LOU blog.

Getting youth interested by exhibiting on high schools

» International Amateur Radio Union – Region 1

      image

Many youngsters have no clue about the radio hobby. An opportunity to change this is to exhibit at a local high school. For example VERON, The Netherlands, section Breda exhibited at the open day of Radius College in Breda last January.

Their goal was to show youth that there is more than only internet and WhatsApp. First they started with making promotion material, like flyers, banners and pens. The committee of section Breda made the decision what they wanted to show. They choose to show in an active way what the radio amateur hobby is about. Also showing something about self-building and that the PC is important in our hobby. Because it was the first time they were exhibiting, they did choose for a set-up.

The next step was to ask members of the section to help during the exhibition. It seemed during club meetings that many members wanted to participate and help. Also some younger members, which is nice when you are promoting on a school.

Before the start of the exhibition, which was two days in total, local radio amateurs helped with the preparations. A pump mast was placed at the schoolyard together with a X300 and FD4. Inside there was a stand next to the electrical engineering faculty of the school. There was also a self-build SDR-radio, self-build radio?s, MKARS 80 meter QRP transmitter and much more.

During the open day the call PI4BRD was activated on several HF bands and 2 meter. Many youngsters visited the stand, remarkable was that SDR radio gained a lot of attention. Even some youth asked which study the stand was part of. Interested youth received a map with information about radio amateurism. With this exhibition the radio amateurs of Breda gained more interest in the radio hobby amongst youth. Hopefully it will be an improvement to the number of (young) radio amateurs. This exhibition was a great success, VERON Breda will be organizing more exhibitions like this. This could be an inspiration for other local clubs to organize similar or maybe other activities.

EC1KR: Comida Mafera 2012 con QSOs en 10Ghz

      » radioaficion

Bill Simons, W9BB, Silent Key; Developed Shure Microphones

    02/17/2012

William A. Simons, W9BB (ex-W9YXJ), passed away in Minnesota on January 2, 2012 at the age of 84. He earned his Class B ticket in 1941 at the age of 14 and converted a cathedral radio into his first transmitter. Later, Bill earned DXCC using homebrew gear of his own design. Eventually he earned a top spot on the ARRL DXCC Honor Roll.

Bill’s professional career spanned 31 years with Shure Inc — most notably as plant manager and director of international purchasing. While there he enjoyed many accomplishments, but he may be best known as the father of the Shure 440/444 communications microphone. He later wrote: “The response to the microphone was outstanding. It took over the market and Shure became the most popular ham microphone around. Mr. Shure was very pleased with what we were able to do.”

More details about Shure Amateur Radio microphones and the part Bill Simons played in their development appear in the June 2002 issue of the Metro Amateur Radio Club newsletter.

Simons was preceded in death by his wife, Erika. He is survived by his son
    Ken and his daughter Laurie.

Payroll Tax Bill Includes Provision for Amateur Radio Study

    02/17/2012

A bill that passed both the House and the Senate today includes a provision for a study of the uses and capabilities of Amateur Radio Service communications in emergencies and disaster relief.

If passed into law, Section 6414 (see below for text) of the Middle Class Tax Relief and Job Creation Act of 2012 mandates the completion of the study, with a report of the findings to the House Committee on Energy and Commerce and the Senate Committee on Commerce, Science, and Transportation. This study would “use the expertise of stakeholder entities and organizations” to recommend how to best use radio amateurs in emergency communications and disaster relief efforts, and how to best utilize the Amateur Radio Service in coordination with the federal government in these efforts. In addition, the study would also discuss the effects of unreasonable or unnecessary private land use restrictions on residential antenna installations and recommend ways to remove such impediments.

The bill passed the House with a 293-132 victory. In the Senate, it passed by a 60-36 vote. According to the Los Angeles Times, President Obama is expected to sign the bill “quickly.”

Click on the link below for the complete text of the Middle Class Tax Relief and Job Creation Act of 2012. Section 6414 begins on page 212.

Section 6414: Study on Emergency Communications by Amateur Radio and Impediments to Amateur Radio Communications

    • (a) In General: Not later than 180 days after the date of the enactment of this Act, the Commission [FCC], in consultation with the Office of Emergency Communications in the Department of Homeland Security, shall:

      • (1) complete a study on the uses and capabilities of Amateur Radio Service communications in emergencies and disaster relief; and
      • (2) submit to the Committee on Energy and Commerce of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate a report on the findings of such study.
    • (b) Contents: The study required by subsection (a) shall include:
      • (1)(A) a review of the importance of emergency Amateur Radio Service communications relating to disasters, severe weather, and other threats to lives and property in the United States; and

        • (B) recommendations for:

          • (i) enhancements in the voluntary deployment of Amateur Radio operators in disaster and emergency communications and disaster relief efforts; and
          • (ii) improved integration of Amateur Radio operators in the planning and furtherance of initiatives of the Federal Government; and
      • (2)(A) an identification of impediments to enhanced Amateur Radio Service communications, such as the effects of unreasonable or unnecessary private land use restrictions on residential antenna installations; and
        • (B) recommendations regarding the removal of such impediments.
    • (c) Expertise: In conducting the study required by subsection (a), the Commission shall use the expertise of stakeholder entities and organizations, including the Amateur Radio, emergency response, and disaster communications communities.

This is an eQSL of a QSO with Bonaire station PJ4J on 17m SSB. OS1T (ON4CIT) was active from Bonaire Island, 27 October – 9 November 2011 as PJ4J.
The Caribbean island of Bonaire, together with Aruba and Curaçao forms a group referred to as the ABC islands of the Leeward Antilles, the southern island chain of the Lesser Antilles. The name Bonaire is thought to have originally come from the Caiquetio word ‘Bonay’. The early Spanish and Dutch modified its spelling to Bojnaj and also Bonaire, which means "Good Air".Bonaire was part of the Netherlands Antilles until the country’s dissolution on 10 October 2010,[5] when the island (including Klein Bonaire) became a special municipality within the country of the Netherlands.

Erinnerung an die Sturmflut in Hamburg 1962

      » DARC

ARRL 500 kHz Experimental Group Sparked Interest in MF Operation

    02/15/2012

In September 2006, the FCC’s Office of Engineering and Technology granted a Part 5 experimental license — WD2XSH — to the ARRL on behalf of a group of radio amateurs who were interested in investigating spectrum in the vicinity of 500 kHz. Called the ARRL 500 kHz Experiment, this group of hams — led by Fritz Raab, W1FR — received permission to experiment and do research between 505-510 kHz using narrowband modes at power levels of up to 20 W effective radiated power (ERP), using CW and PSK31.

The original 500 kHz license called for 23 discrete fixed sites across the US: at Raab’s QTH in Vermont, as well as at sites in Arkansas, California, Colorado, Illinois, Louisiana, Massachusetts, Minnesota, Mississippi, New Hampshire, New Jersey, New York, North Carolina, Oregon, Rhode Island, Tennessee, Texas and Virginia. In 2008, the FCC expanded the scope of the experimental license, allowing for more frequencies, more stations and portable operations: The group could now operate between 495-510 kHz, the number of stations increased from 23 to 42, and participants could now operate within 50 km of their designated stations.

“Operators had to overcome numerous challenges to put transmitters and antennas on the air on these frequencies,” Raab told the ARRL. “Their work has shown that ordinary amateurs can indeed make use of these frequencies. The total of more than 100,000 hours logged by the participants demonstrates that amateurs can use the band without causing harmful interference to other services. Tests of ground-wave communication show that the band can be used for reliable, regional emergency communication.”

At the 2012 World Radiocommunication Conference (WRC-2012), delegates approved an amateur secondary MF allocation between 472-479 kHz. The ARRL would like to acknowledge the contributions of the participants in the ARRL 500 kHz Experiment to the recent approval of this new allocation, and to thank them for their efforts.

The 31 US amateurs who have put stations on the air on 500 kHz are:
