		<title>Amateur Allocation at 472 kHz Moves a Step Closer to Acceptance</title>

<p><span>While two hurdles still remain to be cleared, the effort to gain a new amateur medium frequency (MF) allocation reached a major milestone on Thursday, February 2 at the 2012 World Radiocommunication Conference (<a href="http://www.itu.int/ITU-R/index.asp?category=conferencesrlink=wrclang=en"><strong>WRC-12</strong></a>) in Geneva, Switzerland.</span></p>
<p><span>According to ARRL Chief Executive Officer David Sumner, K1ZZ, a Sub Working Group dealing with Agenda Item 1.23: “To consider an allocation of about 15 kHz in parts of the band 415-526.5 kHz to the Amateur Service on a secondary basis, taking into account the need to protect existing services.” In a series of 12 meetings over a 10-day period from the beginning of the WRC on January 23, this group has worked to resolve differences among various proposals for an amateur allocation between the proponents and opponents of an allocation.</span></p>
<p><span>“On February 1, a formulation for an allocation was found that resolved the concerns of nearly all of the opposing administrations,” Sumner explained. “A small number of administrations remained opposed to an allocation, so the Sub Working Group had to report to its Working Group &#8212; the next level up in the Conference structure &#8212; that consensus had not quite been reached and that two options remained: An allocation with conditions worked out by most administrations on the one hand, and ‘no change’ on the other.”</span></p>
<p><span>Sumner noted that on February 2, the Working Group made minor adjustments in the formulation and agreed to forward two options to the next level, which is Committee 4 of the Conference. “A decision between the two options is likely to be made by Committee 4 early next week,” he said. “If a positive decision is made, it will then be considered by the Plenary, where the proposed modifications to the Radio Regulations that are necessary to accomplish the allocation will be reviewed in two ‘readings’ of the text. Passage on second reading in the Plenary is the last step prior to the signing of the Final Acts at the conclusion of the WRC on February 17.”</span></p>
<p><span>Sumner explained that the formulation that has been agreed upon by most administrations calls for a worldwide secondary allocation to the Amateur Service at 472-479 kHz, with a power limit of 1 W EIRP. A provision has been made, however, for administrations to permit up to 5 W EIRP for stations located more than 800 km from certain countries that wish to protect their aeronautical radionavigation service (non-directional beacons) from any possible interference. Proposed footnotes provide administrations with opportunities to opt out of the amateur allocation and/or to upgrade their aeronautical radionavigation service to primary, if they wish to do so. In addition to these protections for aeronautical radionavigation, the Amateur Service must avoid harmful interference to the primary maritime mobile service.</span></p>
<p><span>“The International Amateur Radio Union team that has been working on this agenda item since 2007 is cautiously optimistic that the thousands of hours of work that have been devoted to achieving a positive outcome are about to pay off,” Sumner said. “ITU decisions are made by consensus and success is still not assured, but prospects have brightened considerably since the first week of the WRC.”</span></p>

<p><span>On November 18, the FCC <a href="http://www.arrl.org/news/fcc-releases-new-rules-for-60-meters"><strong>released</strong></a> a <i>Report and Order</i> (<strong><i><a href="http://transition.fcc.gov/Daily_Releases/Daily_Business/2011/db1118/FCC-11-171A1.pdf">RO</a></i></strong>), defining new rules for the 60 meter (5 MHz) band. These rules are in response to a <i>Petition for Rulemaking</i> (<strong><i><a href="http://fjallfoss.fcc.gov/ecfs/document/view?id=6518527442">PRM</a></i></strong>) filed by the ARRL more than five years ago and a June 2010 <i>Notice of Proposed Rulemaking</i> (<strong><i><a href="http://hraunfoss.fcc.gov/edocs_public/attachmatch/FCC-10-76A1.pdf">NPRM</a></i></strong>). In the <a href="https://www.federalregister.gov/articles/2012/02/03"><strong>February 3 edition of the <i>Federal Register</i></strong></a>, the FCC <a href="https://www.federalregister.gov/articles/2012/02/03/2012-2477/amateur-radio-use-of-the-allocation-at-5-mhz"><strong>announced</strong></a> that these new rules will go into effect on March 5, 2012. </span></p>
<p>In summarizing the new rules, the FCC explained that the new rules amend the current rules to facilitate more efficient and effective use by the Amateur Radio Service of five channels in the 5330.5-5406.4 kHz band (the 60 meter band): “Specifically, and consistent with our proposals in the <span><i>Notice of Proposed Rulemaking</i></span> in this proceeding, the Commission replaces one of the channels with a less encumbered one, increases the maximum authorized power amateur stations may transmit in this band and authorizes amateur stations to transmit three additional emission designators. The Commission also adopts an additional operational rule that prohibits the use of automatically controlled digital stations and makes editorial revisions to the relevant portions of the Table of Frequency Allocations and our service rules.”</p>
<p><span>The Amateur Radio Service in the United States has a secondary allocation on 60 meters. Only those amateurs who hold General, Advanced or Amateur Extra class licenses may operate on this band. Amateur stations must not cause harmful interference to &#8212; and must accept interference from &#8212; stations authorized by any administration in the fixed service, as well as mobile (except aeronautical mobile) stations authorized by the administrations of other countries.</span></p>

Chas, NK8O/VE3ISD, has traveled to Mwanza on Lake Victoria for several years working there but has never operated any amateur radio from Tanzania. After fighting through pile-ups with my QRP station at home, I understand the challenges. The rig on this trip will be an Elecraft KX3 and antenna arrays will depend on the trees, how high I can get the ropes to go, and whether a dipole, loop, or vertical will be the best for the site from which I choose to operate. From the CQ Newsroom&#8230; &quot;Armond Noble, N6WR, founder and publisher of WorldRadio magazine for 37 years, died February 1st in Sacramento, California after a short illness.</p>
<p>Noble, publisher of Sacramento-based International Travel News magazine, was hospitalized about two months ago, according to Editor David Tykol, WorldRadio was published monthly from July 1971 until the end of 2008, when Noble sold the magazine to Hicksville, New York-based CQ Communi- cations, Inc. With its February 2009 edition, it was renamed WorldRadio Online and became the first online-only major amateur radio publication.</p>

<p>Noble had a long and distinguished career in communications. From 1953 to 1955 he served in the U.S. Army with a VHF radio relay unit. He went on to positions at commercial radio and TV stations around the United States, including: KTWO-TV and KATI in Casper, Wyoming; KOOK-TV, Billings, Montana; KTVB, Boise, Idaho; KERO-TV, Bakersfield, California, WOOD-TV, Grand Rapids, Michigan, and KCRA Radio in Sacramento.</p>
<p>During the Vietnam War, Noble was a reporter-photographer for TIME magazine and the Milwaukee Journal. He also served in the TIME-LIFE bureau in Sacramento.&quot;</p>

<p><font color="#ff0000" size="+1"><b>DIAMOND DXCC Challenge</b></font><br />
Some have noticed that the current operation from the entity Nauru (C21HA) can not be found on the 1937 ARRL Diamond DXCC entity list &#8212; that is because it is NOT there and will not count toward the award. If you go to the bottom of the January 3, 2012, entity list for the Diamond DXCC Challenge Award, it states &#8211; &quot;Note: The intent of this 75th anniversary award is to capture the essence and spirit of the first DXCC List with a fun operating activity that allows us to look back and appreciate the wonderful geography of Amateur Radio. We don&#8217;t intend to try to fit every existing scrap of land into one of the 1937 entities. Some stations we work today will not count towards any entity from 1937. Nor do some of the places we have chosen to represent a certain entity fully match what existed in 1937.&quot; The few glitches initially found were corrected on their January 3, 2012, list. It looks like anything after that will just be ignored. If you can&#8217;t find it specifically on the January 3, 2012, list, it doesn&#8217;t count, period.</p>
<p><font color="#ff0000" size="+1"><b>E5, SOUTH COOK ISLANDS</b></font><br />

During this period he will also use the callsign TO2R between March 26th and April 9th. Activity will be limited to his free time on 40-10 meters mostly on CW. <p><font color="#ff0000" size="+1"><b>FROZEN NEWS FROM RADIO ARCALA, CR2X, OH8X AND OH0X</b></font><br />
Jarmo, OH2BN, sent out the following press release on February 1st: &quot;It is today, February 1st, when the Northern Village of Arcala is gripped by an arctic frost weighing down on the massive antenna structures. The thermometer has hit a 2012 low &#8211; an icy reading of minus 27 C (minus 16.6 F) which makes the towers turn rather slowly. Slow are the movements of those frozen people as well.</p>
<p>Radio Arcala has decided to send the Frozen Four (FF) of OH2BH, OH2MM, OH2PM and OH8NC to more southerly latitudes as their balancing act. FF will soon embark on a three week long operating stint taking them to the Azores to activate CR2A and CR2X along with CU2KG and CU2KH in a variety of con- figurations in the ARRL CW &amp; SSB Contests, in addition to the CQWW 160M SSB Contest.</p>
<p>Up in the Frozen North, their mothership OH8X will be piloted by OH6KZP in the ARRL CW Contest and by OH6UM in the ARRL SSB Contest. Moreover, the team of OH6CT, OH8WW, OH8KTN and OH8GDU will be at the controls in the WPX RTTY Contest on February 11-12. <p>Additionally, their associate station OH0X from Aland Islands will be activated by Pekka, OH2TA, in the ARRL CW Contest.</p>
<p>As Radio Arcala is now celebrating their 5th anniversary, the WPX SSB Contest of March 24-25 is scheduled to be featured as an all-out team effort when OH8X members, local and overseas, will be gathering at the Northern Village of Arcala to set their strategy for the next few years, using a special callsign to be released at a later date. OH8/CU2CE and OH8/CU2DX will also be activated.</p>
<p>Please note that Radio Arcala is in the process of including a remote station section along with discussing the future of Amateur Radio through their Mission X, both tentatively presented at their website. <p><font color="#ff0000" size="+1"><b>HK0, MALPELO ISLAND (Update)</b></font><br />
By the time you read this, the HK0NA DXpedition should be QRT (UPDATE &#8211; QRTed at 1647z, Feb. 5th). They were expected to dismantle the last four stations mid-day on Sunday and planned for a sunset departure on the boat back to Buenaventura. The DXpedition team expected to break the record set by VP6DX of 183,686 QSOs by a comfortable margin at the end of their operation. As of print time, the final comments by the HK0NA team state that they have worked over 190k QSO.</p>

<p>The procedures used by the International Telecommunication Union (ITU) before and during a World Radiocommunication Conference (<a href="http://www.itu.int/ITU-R/index.asp?category=conferencesrlink=wrclang=en"><strong>WRC</strong></a>) seem complicated. They are somewhat complicated, but they are understandable with a bit of background.</p>
<p>Each Agenda Item that will be decided at a WRC has been studied for at least three or four years leading up to a WRC. ITU Working Parties discuss the issues involved in the Agenda Item. Compatibility studies, sharing studies and experiments take place whenever needed, so that discussions and decisions can be made based upon facts, rather than opinions.</p>
<p>Within a year prior to the start of a WRC, an important meeting called the Conference Preparatory Meeting (CPM) occurs. The CPM report pulls together all of the information dealing with each of the Agenda Items and sets forth the various ways &#8212; if there is more than one &#8212; that an agenda item can be satisfied or decided. By the time of the CPM, most all of the arguments in favor of the Agenda Item and opposed to the Agenda Items have been thoroughly discussed in the many meetings that take place regarding each Agenda Item. When a national administration arrives at the WRC, decisions have generally been made by that administration whether to be in favor or opposed to any particular Agenda Item.</p>
<p>But sometimes, it is usually not that clear cut: Some administrations may be in favor, if certain adjustments or modifications are made to one or more of the proposed methods to satisfy the Agenda Item. In other words, discussions and negotiations really get started during the earlier stages of the WRC. For example, Administration X may withhold support or opposition on a specific proposal until other administrations agree to support Administration X’s position on other Agenda Items that Administration X is very interested in.</p>
<p>At the beginning of the WRC, each Agenda Item is assigned to a Sub Working Group (SWG) to allow interested administrations and other interested attendees the opportunity to discuss it. This is the stage where most of the negotiations and compromises are made in order to arrive at a consensus as to how to decide the Agenda Item. The preferred way is to have a consensus by the SWG attendees. Many times the consensus is achieved by all parties realizing that the result may very well turn out to be a situation where “everyone is a little bit unhappy.”</p>
<p>The flow of the work is that the output of the SWG goes to the Working Group (WG) level. After the WG level deals with the issue, it moves to the Committee level. By the time the issue gets to the Committee level, revisions to the work done at the lower levels is generally not done. Once the Agenda Item passes the Committee level, it goes to the Plenary for two readings. If it passes the two readings, the Agenda Item appears in the Final Acts of the WRC.</p>
<p>There are also times when a consensus by <i>all</i> parties is just not possible. An Agenda Item can move from the SWG stage to the Working Group stage (where most administrations have reached a consensus on how to resolve the issue), but there are still some administrations that are in favor of No Change (NOC).</p>
<p><b>Agenda Item 1.23. </b></p>
<p>In the case of <strong>Agenda Item 1.23</strong>, there was a good deal of support among administrations at the SWG level for a secondary allocation to Amateur Radio just below 500 kHz; however, there was strong resistance by several administrations to the allocation, based upon a stated concern that amateur operation in that portion of the spectrum could cause interference to Non-Directional Beacons.</p>
<p>SWG 4C3 (the SWG dealing with Agenda Item 1.23) met 12 times over a period of ten days trying to arrive at a consensus. Finally, a consensus was achieved on the issue by adding various footnotes dealing with the allocation that satisfied most of the administrations opposing the allocation. At the end of the day, there were still a couple of administrations opposing the allocation. As a result, the SWG elevated the issue to the Working Group level with two options to satisfy the agenda item:</p>
<p>A secondary allocation to the amateur service in the band 472-479 kHz with certain operating conditions set forth in footnotes to the allocation, or</p>
<p>No Change (in other words, no amateur allocation)</p>
<p>The proposal that has been agreed to by most administrations that support the amateur allocation calls for a worldwide secondary allocation to the Amateur Service at 472-479 kHz with a power limit of 1 W EIRP, but with a provision for administrations to permit up to 5 W EIRP for stations located more than 800 km from certain countries that wish to protect their aeronautical radionavigation service (non-directional beacons) from any possible interference. Proposed footnotes provide administrations with opportunities to opt out of the amateur allocation and/or to upgrade their aeronautical radionavigation service to primary if they wish to do so. In addition to these protections for aeronautical radionavigation, the Amateur Service must avoid harmful interference to the primary maritime mobile service.</p>
<p>At the Working Group meeting, there was no shifting of positions, so the matter was elevated to the next level: to Committee 4 with the same two options. The Committee 4 meeting takes place on Tuesday, February 7. Based upon the results thus far, I am cautiously optimistic that the amateurs will have a new secondary allocation at 472-479 kHz.</p>
<p><b>Agenda Item 1.15</b></p>
<p>Another agenda item being carefully watched by the IARU is Agenda Item 1.15 dealing with oceanographic radar. One of the candidate bands for the placement of oceanographic radar is 5.250-5.275 MHz. There have been a number of administrations that have granted amateurs access to spectrum around 5 MHz. In fact, one of the bands listed by IARU as a future allocation is 5 MHz. If oceanographic radar is operating in the 5.250-5.275 MHz band, that may impact the ability of the amateurs to obtain an allocation in that area. The candidate bands have not been finalized as yet at the WRC.</p>

			<content:encoded><![CDATA[<br/><p>For CQ WPX SSB 2012, ZA1TC callsign has now been issued once more to TA1HZ for the period of 23-26 March 2012. <br />
He will be once more travelling to Durres, Albania and with the kind support of ZA1FD Fatos Demeti he will be on the air with ZA prefix.<br />
Equipment will be similar to September 2011 WAE SSB Contest work, with the Kenwood TS570D and Windon FD4 antenna. <br />
During his spare time from the contest he will try to work some PSK31, especially on 30m band. <br />
